Neighbor to Neighbor, Inc. v. State of Indiana et al., No. 18-CV-03482 (S.D.IN. 2018)

Neighbor to Neighbor, a nonprofit that assists recent immigrants and refugees in South Bend, Indiana, sued the Indiana Bureau of Motor Vehicles (BMV), alleging discrimination based on national origin under Title VI of the Civil Rights Act of 1964 and violations of due process rights. The BMV offered the driver’s examination in 14 languages but the Driver’s Manual only in English. Plaintiffs asked the court to issue a permanent injunction requiring the Driver’s Manual to be published in all languages in which the exam is offered. In a settlement agreement, the BMV agreed to translate the Driver’s Manual into all languages of the driver’s examination.
