Lin v. District of Columbia, No. 2016-CV-00645, 459 U.S.App.D.C. 108 (D.D.C. 2019)

Xingru Lin, a native Mandarin speaker, filed a lawsuit against District of Columbia police officers who arrested her twice, alleging that the arrests violated her civil rights, including wrongful arrest and excessive force. The district court granted full summary judgment to the District of Columbia, and the plaintiff appealed. The U.S. Court of Appeals for the District of Columbia Circuit reversed the summary judgment on plaintiff’s wrongful arrest, false arrest, and respondeat superior claims. The appeals court affirmed the district court’s summary judgment on plaintiff’s claims of excessive force and discrimination under Title VI of the 1964 Civil Rights Act.
