The plaintiffs made allegations under the Equal Educational Opportunities Act of 1974 (EEOA) and the Florida Education Code, claiming that the school board denied them equal access to educational opportunities through policies that excluded them from public school enrollment. Defendants filed a counterclaim, arguing that the EEOA doesn\u2019t preempt Florida\u2019s education requirements.
