Va. 2016)"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Latino mobile homeowners <a href=\"https:\/\/www.justice4all.org\/news\/richmond-fair-housing-lawsuit-settles\/\" target=\"_blank\" rel=\"noopener\">brought an action against the City of Richmond, VA<\/a> and city code enforcement officials, alleging discrimination in the enforcement of building code violations under the Fair Housing Act (FHA), Title VI of the 1964 Civil Rights Act, and the Virginia Fair Housing Law (VFHL). Plaintiffs claimed that the enforcement actions had a disparate impact and constituted disparate treatment and retaliation under the FHA. Defendants moved to dismiss the claims, asserting qualified immunity under the FHA and sovereign immunity under state law. The court found that the rights asserted by the plaintiffs weren\u2019t clearly established at the time of the defendants\u2019 actions.
